PC won't boot up properly

Hi I used system restore on a medion titanium 8383 (msi 7091 mobo,512mb ram, nvidea geforce 6610xl, Intel pentium 4 HT 3.4ghz running windows xp) Now when I switch it on it stays at the screen with the intel p4 logo on (the first image shown when booted. what could be wrong and is it software or hardware fault?

Hi again.
thanks for replying, Today when i switched it on it got past the first screen and now its stuck on the black screen with a list of the devices on it in white writing

So did you install a fresh copy of the Operating System on the drive?

No I'd left a blank dvd in the drive and it must have interfered with the boot up

lol to avoid this go into the BIOS and select the HDD1 or whatever is the first hard drive as the first boot device and you should be able to avoid this in case u leave one in again lol
