i have a geforce fx 5500 pci graphics card because i only have pci slots but it also comes in agp if i had agp slots would it be better or just the same

If you indeed have an AGP slot, there are many better options for you to consider, even if you are on a very tight budget.

Example, you can get a 9600 Pro AGP for about 60 bucks, and it's much, much faster than even the FX5700 (faster than your 5500).

Have a look at Tom's VGA charts for performance benchmarks:

So yes.. if you have a PCI 5500, I'd strongly urge against buying the AGP version as you'll gain next to nothing and still be stuck with an extremely underperforming 3d card.
