Permanently delete MUI sub folders

Is there a way to permanently delete the many sub folders in
C:\windows\system32\MUI ?
I can delete them all, but after a day or so I notice they have all
returned.
I do not need multilanguage support so i don't need these folders.
OS is XP Pro

Multilingual User Interface (MUI

The Multilingual User Interface Pack for Windows XP is designed to enable the end user to swap the languages for the graphical user interface.

If you have installed the Xp MUI Pack, you can uninstall this in Add\Remove programs

Otherwise, this (usually small) folder is used by many program installs (including Office) that may have had the Multilingual option enabled (or in some cases forced install)

Therefore each time you run one of the installed programs that contain the Multilingual support, these files are then re-created in the MUI folder

In my opinion leave it alone
Or start un-installing all programs (including Office or Internet Explorer, or many others) that have also installed Multilingual support
