Psu problem

So I recently built a new PC but the psu fan is on the case bottom not giving any air flow to the pc. Is there anyway to fix it without getting a new psu or case? (The Psu is on the bottom of the case with the fan facing the floor area)
 
Would it be safe to drill a hole the size of the metal bars around the fans? And keep the case sideways?
 
I don't see that you have a problem. The psu fan is for cooling the psu and the air flow is supposed to be out the back of the psu. Its primary purpose is not to provide air flow to the PC itself although it does exhaust air to outside the case. Disturbing the airflow pattern of the psu by drilling holes would likely be a bad idea and could lead to overheating the psu, IMO.
