'Run' command not working on Start Menu

The Run command will not work on my start menu anymore. When I click on it it pops up "Windows cannot create a shortcut here. Do you want the shortcut to be placed on the desktop instead?"
I have to access Run through the task manager. Any ideas why?

Run sfc /scannow (from the TaskManager window, or from the cmd prompt)
You may require your Windows CD, during the ~hr long process
It's recommended network (cable) out, and personnal firewall off, during scan
