Mentally for large swathes of Russian society which never left Russia, never learned another language, read a book, spoke to people in other countries, USSR was on pause only briefly with Yeltsin presidency. I've seen many years ago how peasants were praying to Putin's painting for potatoes harvest. Especially on deep province nothing has changed. They replaced images of Tsars with Stalin and now with Putin while retaining delusions of Grand Russia which only liberates everybody.
My good Friend which died of cancer 3 years ago loved Russia and Ukraine. He traveled both far and wide. He would be so heart broken right now, perhaps it is very good he cannot see what $hitstorm Putin The Murder has unleashed.
Now you're talking about people. Why would people "change" with a political system? They would either be free to express what they couldn't or wish for the return of the old, but they'll rarely change. That happens with generations, when "new" people get the "new" stuff by default.
