Shut down problem with ASUS Motherboard

I have just built up a bunch of systems using the ASUS M2NBP-VM mother board. Randomly, the systems get into a mode where they shut down 3 seconds after being powered up. While in that mode, the problem is consistent with the power down occurring over and over each time the unit is restarted.

I have tried replacing power supplies, CPU, memory, and removing all other devices including hard drives. I have even tried other brands of power supplies to no avail.

All of a sudden, they start working again, and then they are fine. I have over 50 units that have experienced this problem. I would really appreciate any suggestions on a solution.

Motherboard data: ASUS M2NBP-VM CSM, NVIDIA QUADRO NVS 210S+, AM2 Socket, GBE LAN, ON-BOARD VIDEO, DD2 MEMORY, PCI EXPRESS, m-ATX

CPU: Sempron 3400+, 64-bit, AM2, 1.8GHz

RAM: DDR2 800
