SysWoW64 Command Prompt Error

I am unable to use any options in taskbar like adjust date and time, battery settings, network and internet settings.
Every time I click on them, command prompt named syswow64 pop out and vanished in a fraction of a second.
I tried sfc scan and dism health restore. but none of them works. please help me

I have not seen that problem, so my usual "go to" for Windows 10 problems is to backup up my files. Head into the Control Panel and take inventory of programs I want to re-install, making sure I have lic# and logins/passwords. Finally I export my bookmarks and take a screenshot of my stored passwords with the snipping tool. I use the Media Creation Tool from Microsoft to make bootable media and I'm off to the races. Reinstalling Windows (Which is pretty quick these days). Now you might discover that you have other hardware issues that are causing your issue but you won't know for sure until you start somewhere or swap know-good parts on and off your rig.
