Clinton largely had a republican congress which tends to reduce spending as the parties fight more and spend less. Still we've increased government with every president since then as republicans abandoned "smaller" government.Guess who had the last balanced US budget. Clinton. YES. A DEMOCRAT. Then W came along and rang up national debt to astronomical values again!
Getting rid of the Chips act is a drop in the bucket for the national debt. It won't doto reduce the national debt.
Unless we end social security or medicare/medicaid, there are no trillion dollar savings in the budget. I will take reducing government by hundreds of billions in the meantime. Not that I necessarily believe this reduction will actually occur, but arguing that saving $280 Billion is poo because the debt is so big is nonsensical.
