Trying to reinstall Vista Home Premium 32 bit

Well, as of now I think I have tried everything. If @bazz2004 has anything for me to try, I will, otherwise I will give my friend the bad news. Which reminds me bazz2004 , the owner of this pc is the reason I jumped in with both feet.
 
So, I guess that the BIOS is still unable to accept a SAVE which changes First Boot to CD/DVD.

Could you have a missing, loose or misplaced jumper on the "Clear BIOS" pins? You have to check motherboard manual for this one.

I'd have no idea what or where to look for a loose or misplaced jumper on the bios pins. I could post a picture of the general area but otherwise, hmmm
 
Ok, one question. when booting with the disc in the dvd/cd drive, how long should I wait while the cursor blinks?
 
A long time...it has to decide what it needs, locate, download, un-zip, organize and install...all using a CPU which is older and less capable...limited RAM... so be encouraged if anything blinks from time to time - "this may take awhile" kind of thing.

I often use Chromium for an old and cranky box - in guest mode you get an idea if everything actually works. Maybe next time.. https://www.chromium.org/getting-involved/download-chromium

Of course, if you can't get BIOS to behave, nothing is going to work.

I have looked every where on the MB for CLR_PSSWD using a magnifying glass & brite lights I don't see it :( I have also looked under wires. frustrated & confused.
 
To right of PCIe slot, just below IDE1, just above SATAs

Sorry it took so long to find it, the damn printing makes fine print look HUGE.:mad:Will try to proceed cautiously.
