My laptop is a MSI GT76 Titan (i9 9900k - 200 Watt 2080 - Z390 chipset)
When it was first being reviewed it sometimes ranged from 10 to 30 percent slower than the Area 51 and ROG Mothership in games and benchmarks. In others it was able to trade blows with the others and was just as fast as them. You can imagine what happened next.
Reviewers were accused (Loudly) of fixing the testing, either for or against it.
Long story short, the early bios, for one reason or another, limited the 2080 GPU to 150 watts. It could be adjusted but it seems very few knew about it (I didn't at first) and it wasnt until later bios files fixed the problem and set the TDP to 200 watts, and then removed the option completely.
All my games\benchmarks showed a huge improvement afterwards.
My 3dmark fire strike score for example was right around 18,850 at first.
