Weird Scrolling Issue

I have a client who is having the strangest problem with her PC. In applications such as Excel, GroupWise, and even Mozilla/IE, her computer is automatically scrolling.

When I first saw the problem, it seemed to me to be a stuck PageDown key, but after I swapped her keyboard for a working one, it continued to happen... I have also switched mice.

We have reinstalled drivers for both mouse and keyboard. Her computer is running Windows XP and it is fully up-to-date. Virus and Spyware scans are also coming back negative.

Has anyone out there seen this before?
 
"Automatically scrolling" means what? The moment you open up a document, it scrolls to the bottom? What about more trivial programs like Notepad or even Windows Explorer?

Do you have PS/2 keyboard or mouse? Maybe it's the controller that is bad? Try USB versions.
 
Both mouse and k/b are USB.

The problem, when it is happening, happens in any program with a screen area larger than what is viewable. So, if they open a notepad doc that's more than one screen, it will scroll.

And when I say it scrolls, it is as if the page down button is being pressed.
