Welcome center will not close, or show anything

When I boot my computer, it's booting way slower than normally, and my windows welcome center will not close, it shows up and the computer moves very slow for an amount of time, randomly the task bar thing for welcome center will turn orange, but if you click it, nothing happens, and the computer begins to go slow again.

How do I get welcome center to close and disable it?

You can press Ctrl + Alt + Del and stop/terminate this process by right clicking/selecting it in Task Manager.
