  1. I have windows XP right now, and would dual GTX 280 cards work properly in SLI in windows XP service pack 2, and would vista or xp give better performance

The cards are likely to run/perform better w/ XP because DX9 does not require as much graphics horsepower as DX10 with Vista, but I could be wrong. Try searching for some benchmarks... I'm also not sure how SLI scales with the two versions of directX.

If you are simply about numbers then xp might be a fraction better, but quality of games is much better on Vista. Xp is slowly dying, all the best benchmarks come by way of Vista. My scores went up with Vista.

I got my 280 cards, and they perform much petter in Vista in Crysis. with windows XP, i actually get less performance in every game i play, and after i installed vista, i get almost double performance in every game, so im not going to use XP anymore, but vista gives me so many errors that i think are related to the dual 280 cards
