Windows Explorer restarting over and over... can't get anywhere

I've tried safe mode, restore points etc. Windows 7 Home.

I 'think' I am missing a sys folder and a ton of registry files. I've finally got to a few places to get some appcrash file data. But with the explorer starting over and over nonstop, I only have about 10 seconds to type in a prompt HELP!!! Please.

If this is a laptop, do you have any repair options when you first start up? If it is a desktop, can you re-install Windows fresh?
