Windows Task Manager problem

Please help me with an annoying problem. My task manager won't open because of a spyware called Windows Security Center.TaskManager. I get an error message that says it's been disabled by the administrator and it keeps coming back after a reboot (after I had deleted it with Spybot). Also, even though I try deleting it, my task manager doesn't work anymore. I can't shut down programs with it and I can't view the performance bar, (cpu usage is shown at 0 %). These problems may or may not be linked, either way, please help me if you can...

Go and read the Trojan Pakes and other nasties preliminary removal instructions. Follow all the instructions exactly.

Post fresh HJT and AVG Antispyware logs as attachments into this thread, only after doing the above.
