Adding item to Startup Menu for ALL users

How does one go about adding an item say Administrative Tools to the Startup Menu for ALL users to use?

Right-click the folder in Start menu, then select "Open all users" (or whatever it was, can't remember the exact wording). Then proceed as usual.
