Can I get a better GPU without bottlenecking?

I am looking at the rx570 but have 30$ left over and am wondering if I should just spend it now but my current CPU is Intel core i5 650 clocked at 3.20ghz and have 8 gb of ram so I'm worried about a potential bottleneck? Is this worry misplaced?

And if you have a GPU recommendations let me know

Technically you don't have to worry that much about a bottle-neck. It is not like the system will crash. And no matter how you build a system, there will always be a bottle-neck. Even if you were to bottle-neck the GPU at 50% performance. You could always take the card at a future date and put it in a newer machine.
