Can't get into BIOS setup utility

I have the exact same problem -- cannot get into bios by F2 key, F12 key, ESC key, or any other key combinations. Eventually I found out that it is because the current Bios is set as 'Quick Boot' and boot order is set to 'HDD/SSD'. In this mode, at power up, Bios boots straight to Windows on HDD without showing F2 or F12 prompt. The result is you cannot access Bios. The only way to change it is to use the HWSetup utility provided by Toshiba (download and install it). Then, you run it and select 'Biso' menu to change the 'quick boot' to 'Normal'. That it is. Next time, you will see the happy F2 prompt at boot up.

I had the same issue and it drove me crazy!!! Although I noticed there was a key "INS" to the right of the "F12" key on the keyboard. HOLD INS + F12 and it will allow you to access the boot menu , which at the very bottom will have an option which goes into the BIOS. So to my findings, you have to go into boot sequence holding those two buttons. The menu will appear with boot sequence and if you want to change it, it will have an option to go into BIOS. Hope this helps everyone :)
 
I found a way to get to the bios just take out the HDD leave the RAM then go to bios...currently I'm doing dis will attach a new HD Drive and c wot happen....
 
SOLVED! This problem was driving me crazy. It was as simple as updating the BIOS, now I can even launch the BIOS from Windows and the Toshiba Screen at startup reappeared! Feels good to solve this, I hope it helps someone else!
