Computer wouldn't Boot

All I had was a black screen with the yellow light flashing on Monitor!
I found the Psu (465W) fan was siezed--so I installed my old Psu(300W)-still no boot-replaced VidCard(geforce6600)with old card(geforceFX5500)--it booted-
Now it showed Bios screen with"System Hung on Improper FREQ MULTIPLIER-
The mobo is an Asus P4s8x--the FM has been set on 8 forever!--so now the Question!
Because my Psu fan siezed--did I pooch my Vid card from overheat--thus causing the mobo fault?

I'd say a Power issue, put the original video card back in, pretty sure it'll work now

it's a possibility - but you'll need to replace the old psu with one of a similar wattage.
