CPU Overheating 70C

Hi, I was cleaning the inside of my computer today, and I saw the fan was all dusty so i Un-screwed it (for the first time if that matters) and long story short
i saw some chalky gray stuff on the fan thing and the CPU thinking it was dust i cleaned it off but now that i think about it was it some kind of cooling thing?

I screwed the fan back on etc

and when i turned my PC on i went into the BIOS and the tempreture was at 69-72 keep changing a bit, and the fan is really loud now i can use the internet and stuff but when i try to load a game for example the computer ( i think ) overheats and turns off ( it suddenly turns off, not the normal windows way)

Ive no idea how to fix this, thanks in advance

Your computer manual should be used to show you how to properly install your Heatsink and Heatsink Compound properly
You can also refer to this page, which tells you simple steps on installing a Heatsink properly

the heatsink is gunna attacted to the fan im not sure if it is a heatsink but it kinda looks like one also the computer didnt come with any compound :S
