Help w/ SIS video card

Hi i have a SiS 651FX_741_760_760GX_M661FX_M661MX_M741_M760_M760GX videocard and i have been playing CS and my fps is only at 75 tops when i play i have done all the rates and stuff on the consol but my fps is still low when i go into display i cant find the v-sync thing idk how to do that if anyone could help me on that i would be very thank full idk if its my video card thats crap or I am just a noob lol My comp also has 524MB of ram and its an HP Compaq w/ an Hp vs15x LCD monitor.
