New computer problem

I just finished a new build for my computer and cant get it to start up. It starts for a few seconds and all the fans begin to run but the video is never displayed. The video card seems to be working, the fan spins. After it starts and runs for a maybe 15 seconds it shuts it self down and tries to boot up again only to repeat the process. I tried removing the video card to see if that was the problem but it still did the same thing. The power supply seems to be fine. Any ideas?
