Pioneer DVR-109 not working

I have just installed a new pioneer DVD burner
it is installed on the secondary IDE using an 80 wire IDE cable and the burner is set to master
I can not read any disk and getting a masage that reads

Windows cannot read from this disk the disk might be corupted, or it could be using a format that is not compatible with windows.

By the way i had it on a 40 wire cable first and got pitcher but not sound and have used cables i know are working

Hope someone can help
 
remove the pioneer from the system and replace it with a known good drive, keeping the same jumper settings (master and using the same cable. if the good drive can read the discs, the pioneer is bad.
