Pop ups, 8 steps completed

After some a child got on the computer and apparently went to some shady sites and added a bunch of extra toolbars, I'm now experiencing a ton of pop ups even though the pop up blocker is on.

Also, I'm using internet explorer and lately it locks up and stops responding and the window eventually just closes.

I did the 8 steps and attached are the results....
