Sounds to me like someone needed to put some grant money to use.

I work for TidyTime in 2120, one of over a million staff employed to watch the time-line for polluters and ensure their mess is wiped and individuals are fully prosecuted. The toughest part of the job is tracing issues post computerisation where the trail is more difficult to follow.
