Videos don't play right

When I play a video online its distorted. Sometimes it looks like pigments are scrambled or part of it will be black for a second or the whole picture will turn one color mostly green. What should I do? I have already uninstalled flash player and reinstalled updated version. Windows vista home basic. Internet Explorer 7
