Windows 2000 pro botup problem

Error message comes up at startup and reads the following:

Windows 2000 could not start because the following file is missing or corrupt:
\WINNT\SYSTEM32\CONFIG\SYSTEMced startup options for windows 2000, press F8


I cannot get any response from pressing F8 upon boot. It asks if I want to repair the file, I must use a recovery disk, or windows CD. I have tried the CD, I have no recovery disk. Is there a file I can expand to fix this error?

If you have tried Windows 2000 Professional CD in repair mode, and it didn't fix it, you may need to do a reinstall from that Cd... but it is possible to copy from the CD, the entire section of WNNT or System32.

Are you sure the hard drive is not bad, as that is the usual cause.
