Windows script host error

I keep getting an error from windows script host, saying " Loading script "C:\Users\Public\Libraries\Checks.vbs" Failed (Access is denied)
I went to microsoft support and they said something about a significant amount of startup files were disabled?

probably should have mentioned I got a virus, and had to install a malware deleter, and after this the pop ups started

Likely you still have malware. Hope you have a full back-up for your data/music/photos/etc.
