Windows won't boot up.

My friend's laptop was giving him problems, so lets say he went into the registry and tried to solve them himself. Long story short, the laptop no longer boots Windows, even in safe mode. I was going to have him put in his windows cd and have it boot directly from there, but unfortunately his cd drive has been malfunctioning for a while. We borrowed an external cd drive from another friend to try and boot it up that way, but it isn't recognized, and all plug n play options in the BIOS are turned on. Anyone have any suggestions for how to get this beast up and running again?

Did you try system restore before the boot? You can get the menu to appear by mashing the F8 key.
