Latency increase/lag in CSS

Hey guys.

So when in the last couple of days when im playing CSS it starts up fine, i join a server/scrim.

Then the first few rounds are fine, then all of a sudden my Latency goes from 30-40 up liek 150-400 and i cant move then few seconds later it jumps me to the way i was going/slash aiming, then freezes again then jumps me to a different spot. does anyone know what the problem is and how to fix it.

also when i start up css i got 5 bar connection on my wireless and when i close it down after this happens its down to like 2 or 3, then goes back up too 5.

Windows 7 64bit
i7 2.2ghz
1gb Ati 6770M HD
8gb Ram
1.5TB HDD

Counter Strike Source (CSS)
I also play on low graphic settings and get 300-400 fps but i cap it at 100.
so its not fps lag.

net setting in CSS
cl_updaterate 67
cl_cmdrate 67
rate 25000
cl_interp 0.1 or 0.01 cant remember
